Regular jackets worn hanging off the arms (jacket partially removed) are not off-shoulder jackets. This a common misuse of the tag usage; how a person chooses to wear their jacket is not the same as the jacket designed to be worn this way.

Jackets that are merely worn on the shoulders like capes are not off-shoulder jackets.
If unsure whether or not the clothing in question qualifies as an off-shoulder jacket, use the off shoulder tag instead.
