This meme is of Kururugi Suzaku from the series Code Geass. Suzaku dodges a bullet and performs an awkward spin kick toward Zero (Lelouch Vi Britannia) to remove the gun from his hand.
The kick was first seen in R1 Episode 2, but it is the kick from R2 Episode 2 that is used and parodied in many ways.
