She is the head of the Xianzhou Luofu's Divination Commission. She manages the Xianzhou Luofu's route by calculating it and predicts the fortune of future events. Voiced by Itou Miku in Japanese.
She is portrayed with long pink hair, yellow eyes, small breasts, and a forehead jewel. Her default outfit consists of a sleeveless layered dress (black outer and purple-pink inner), white pantyhose, vambraces, and black pumps.

Using her third eye and the Matrix of Prescience, Fu Xuan calculates the Xianzhou's route and predicts the fortune of future events. She firmly believes that everything she does is the "best solution" for the situation.
Fu Xuan is waiting for the general's promised "abdication." However, that day still seems... very far away.
